Kingpin ordered to pay victims

A judge has ordered a former sex trafficker to pay $3.6 million in restitution to 11 victims.
Don Arthur Webster, an Anchorage resident also known as Jerry Starr, was convicted last year of multiple counts of sex trafficking.
According to testimony at his trial, Webster operated sham dating services that were fronts for prostitution.
U.S. District Judge Russel Holland acknowledged in an April 1 written order that it’s doubtful Webster will ever pay the restitution because he doesn’t appear to have any money.
The order preceded a hearing April 8.
According to testimony, Webster targeted girls and women who were at the margins, including runaways and the homeless, and put them to work in “escort” services.
